The Louisiana Unified Cannabis Coalition (LUCC) is a patient-led advocacy group working to improve Louisiana’s medical cannabis program. We work at the intersection of medical patients, hemp businesses, and policymakers to improve access, affordability, and fairness in Louisiana’s cannabis laws.
LUCC exists to give patients a clear, credible voice in the legislative process. Our goal is simple. Build policies that work for patients and support a healthy, competitive industry.
Louisiana’s medical cannabis program helps many patients, but it still leaves gaps. Limited access, high costs, and a highly concentrated market continue to affect patient care.
Policy decisions should be informed by patient experience, not just industry structure.
Our Focus
Patient Access - Improving affordability, availability, and patient protections within the medicalprogram.
Education - Providing clear, factual information about cannabis policy and patient rights.
Responsible Reform - Supporting legislation that strengthens the program while maintaining oversight and public trust.
Other states’ medical programs:
Allow patients to cultivate a limited amount of their own medicine
License multiple cultivators to increase supply and competition
Offer broader strain availability and product types
Include clearer patient protections and program transparency
Create legal pathways for small and mid-size growers
How Louisiana compares:
Two licensed operators control cultivation and distribution
Limited strain availability for many patients
Higher costs compared to other medical programs
No option for patients to cultivate their own medicine
Few entry points for small growers or producers
HB 707 is a medical cannabis reform bill designed to strengthen Louisiana’s existing program. The bill passed committee unanimously before being sent back for further revisions. Many of those revisions were already identified, making HB 707 a strong candidate for reintroduction.
LUCC supports HB 707 as a foundation for patient-focused cannabis reform.
Patients, advocates, and supporters all play a role in shaping better cannabis policy in Louisiana. Getting involved helps ensure that patient voices are heard and that reforms remain focused on access, education, and responsible regulation.
